Introduction
The United Nations Development Programme (UNDP) has been operating in Jordan since 1976, partnering with national institutions to advance sustainable development, strengthen resilience, and support the achievement of the Sustainable Development Goals (SDGs). Through its Environment, Climate Change and Disaster Risk Reduction Portfolio, UNDP works with national and local institutions to strengthen environmental governance, institutional and technical capacities, climate resilience, biodiversity conservation, and sustainable management of natural resources.
Within this framework, the Protecting Marine Biodiversity in Aqaba Project (EmBRACE), funded by the Government of Canada and implemented by UNDP in partnership with the Aqaba Special Economic Zone Authority (ASEZA), aims to safeguard the unique marine and coastal ecosystems of the Gulf of Aqaba while strengthening the resilience of ecosystems and local communities. The project adopts an integrated approach combining strengthened environmental governance and institutional capacities, science-based planning and monitoring, ecosystem restoration, nature-based solutions, sustainable livelihood opportunities, and community engagement. Central to this approach is strengthening ASEZA’s institutional and technical capacities to effectively manage environmental and development pressures and to sustain the systems, practices and capacities supported through the project.
The overall objective of this consultancy is to undertake a comprehensive and evidence-based workload, staffing needs and institutional capacity assessment of the Aqaba Special Economic Zone Authority (ASEZA) to determine the adequacy, distribution and capacity of its workforce in relation to its assigned functions, actual and anticipated workloads, and strategic priorities.
The assessment will support ASEZA in optimizing the utilization and allocation of its human resources within its approved organizational structure, ensuring that organizational units are appropriately staffed and equipped with the competencies, technical expertise and institutional knowledge required to effectively perform their mandates and sustain critical functions.
